Its simply a question of transversal velocity. The optimal range your guns show is optimal for damage based on your ammo, not on accuracy. Your weapons track at a maximum speed, and if your target's transversal velocity (how fast they're going around you, not towards/away from you) is too high, you hit nothing but space.
You can reduce their transversal velocity with webifier, which you'll likely find is partially successful. The best advice I can give, however, is to increase your distance from your target until you're hitting at a high enough accuracy, then change your ammo type to maximize the damage at that range. To find a suitable range, you'll simply have to use trial & error - try 5km, 6km, etc until you're satisfied. Better skills will allow you to keep this number lower, thus allowing a more powerful ammo to match range.
Also, try to use manual navigation (or keep at range) - don't orbit.. if you're orbiting around the targit one way, and they're orbiting the opposite way, you end up basically doubling the transversal velocity (picture a ying-yang image). Try flying directly away from the target, at roughly their speed.. their transversal velocity will approach zero as they need to close the distance before they can orbit. This obviously only works if you can move at roughly the same speed (or higher) as your target.. if they move a lot faster (probably case with inty), then just fly away & use web & good luck :p (but, hey, thats why intys r so great).
Sharpshooter wont hurt you - the accuracy remains unchanged from optimal down to zero (disregarding the discussion above). In fact, its a very important skill for you, because it will allow you to use short range weapons at a slightly further range. Many people find that trying to keep small targets at a 1.5km optimal range is rather irritating if not outright impossible. Idealy, you want to use short range weapons (because of their increases damage multiplier), with short range ammo (because of the increased damage), but at the furthest range possible (so that you can hit once in a while). Sharpshooter, Motion Prediction, and good ol' fasion manual piloting skills will help you do this. --------
